Consulting Services for Greyhound Rock Cabins and Educational Center Site Plan- Preconstruction for the Greyhound Rock Environmental Education Center which will consist of the construction of small cabins for overnight coastal accommodations, a communal restroom facility, pedestrian pathways and interpretive elements, the restoration of coastal bluff habitat, and the rehabilitation and conversion of unused structures for environmental education and natural resource management activities at Greyhound Rock County Park. Contact Person: Shauna Soldate shauna.soldate@santacruzcountyca.gov Dissemination of Answers: March 27, 2026, 5:00pm The project site is located at Greyhound Rock County Park (Park), adjacent to the Ano Nuevo State Marine Reserve to the north and the Greyhound Rock State Marine Conservation Area to the south, about 15 miles north of the city of Santa Cruz. The Park consists of an approximately 70-acre parcel that is mostly undeveloped, but still offers panoramic coastal views and beach access, along with two paved parking lots, a permanent public restroom, several viewpoints, picnic tables, and a mobility impaired accessible pathway from the parking area to the beach. Currently, much of the Park is underutilized or undeveloped and annual visitation is low. The planned California Coastal Trail (CCT) alignment is located adjacent to the Park. The Park is named after its landmark monument, Greyhound Rock, a sea stack of Santa Cruz Mudstone located just off the coast. Greyhound Rock County Park is adjacent to State Highway 1 and is bounded to the north and south by miles of similar coastal bluffs. Atop the bluffs and coastal terraces, the landscape is characterized by a mixture of native coastal strand, coastal scrub and Monterey Pine and Monterey Cypress that is lightly to heavily impacted by invasive Pampas Grass, Ice Plant, Himalayan Blackberry, Calla Lily, and Mustard. The steep slopes are occupied by a similar mix of coastal scrub and invasives. At the base of the slopes, there is a rocky shoreline with scattered tide pools and sandy beaches. Snowy plovers are reported to nest on the beach. The inland dunes are relatively well vegetated in comparison with other North Coast beaches, lending a sense of wildness to the Park (North Coast Beaches Unified Plan 1991). Stellar sea lions haul-out on offshore semi-submerged rocks between Greyhound Rock and Waddell Creek. Elephant seals also haul-out on the beach. Human visitors use the area as a roadside rest and vista point as well as enjoying the beaches by swimming, surfing, or exploring. A majority of the parkland is located north of the existing parking lots and coastal access trail and remains primarily unused and inaccessible to the public.
