Renovation of a municipal facility in West Sacramento, California. Working plans call for the renovation of a three-story above grade municipal facility.
**As of May 06, 2026, bids received were rejected. No definite date for the rebid.** The City of West Sacramento is seeking sealed responses for the City Hall - Galleria Concrete Floor Refinishing project. The project involves addressing elevated moisture levels in the concrete slab of the Galleria area, which have caused deterioration of the existing decorative epoxy flooring system and discoloration of polished concrete surfaces. The scope of work includes the installation of a moisture mitigation system to control vapor transmission, preparation of the existing floor surfaces in accordance with industry standards, and application of a durable, high-performance flooring system suitable for high-traffic public environments. The flooring system must provide a minimum service life of 15 years and be resistant to future moisture-related damage. This work will cover the lobby areas and hallways on the First, Second, and Third floors of City Hall. Bidders are referred to the attached specifications for detailed instructions on how to bid, standards for a responsive bid, and technical project requirements. The objective is to restore both the aesthetic and functional performance of the Galleria flooring while ensuring long-term durability. Question Submission Deadline: March 31, 2026, 2:00pm Work Includes A. Demo & Prep o Remove all existing coatings, sealers, and debris. o Mechanically prep concrete (shot blast or grind) to clean, rough profile (ICRI CSP 3-4). o Repair cracks, joints, or spalled areas using KOSTER repair materials. B. Moisture Primer o Apply KOSTER VAP I 2000 Zero VOC moisture barrier at about 125 sq. ft./gal (11 mils dry). C. Epoxy Body Coats o Apply KOSTER MPE epoxy (2:1 mix ratio). o Squeegee and back-roll at 100 sq. ft./gal (16 mils dry). o Broadcast sand or quartz (if required), remove loose material, then apply a grout coat. D. Topcoat o Apply KOSTER UTC Clear Urethane (2:1 mix ratio) at 500 sq. ft./gal (3-6 mils dry). o Ensure smooth, glossy, slip-resistant finish (wet coefficient = 0.7). E. Cleanup & Protection o Keep area clean during work. o Cure per manufacturer's instructions. o Protect finished floor until final inspection
