Site work for a water / sewer project in Steger, Illinois. Completed plans call for site work for a water / sewer project.
Sealed proposals are requested for Lead Water Service Line Replacements. Proposals must be submitted on the forms provided by the Engineer, with all bids sealed and addressed as specified. A bid bond of not less than 5% of the bid amount must accompany each proposal as a guarantee of contract execution and proper security if the proposal is accepted. The successful bidder must furnish a performance bond equal to 100% of the bid amount. Contractors are required to pay prevailing wage rates as established by the U.S. Department of Labor and comply with all Federal, State, and local regulations. Only licensed plumbing contractors in the State of Illinois, or subcontractors with such licensure, may perform the water service line replacement work, and proof of license is required prior to contract award. Registration through Sam.gov with a Unique Entity ID number is also mandatory. Bidders must meet prequalification requirements, and qualifications and experience are part of the evaluation for determining the lowest responsible bidder. The procurement is subject to various federal and state acts, including the Davis-Bacon Act, Build America, Buy America Act, and requirements for affirmative efforts to use disadvantaged business enterprises. All bidders must comply with regulations and policies specified in the bidding documents, including compliance with the President’s Executive Order No. 11246.
