The City of Grand Rapids is seeking bids for Water Main Replacement and Improvements in PLYMOUTH AVENUE from Alger Street to Burton Street. This work consists of water main replacement, water services, road resurfacing, road reconstruction, ADA ramp upgrades, lawn restoration, minor storm upgrades, and curb and gutter replacement. Encrypted bids must be submitted on the Bid Express site. Bids will be on the basis of unit prices as listed on the Bid Form, and must be submitted using the e-bidding system. All forms, information, and specifications are available for download in Bid Express. Hard copies may also be examined and obtained at the Engineering Department, City Hall, for a non-refundable charge. A hardcopy of the Grand Rapids Construction Specifications may be obtained for an additional charge or accessed electronically. Bidders must provide signed certificates and affidavits acknowledging compliance with funding-related requirements. The project is expected to be funded in part by a grant from the Department of Environmental Quality/Drinking Water Revolving Fund. Question Deadline 04/02/2026 All questions about the meaning or intent of the Bidding Documents shall be submitted to the Engineer in writing. Replies will be issued by Addenda, delivered to all parties, recorded by the City as having received the Bidding Documents. Questions received less than 5 business days prior to the date for opening of Bids will not be answered A certified check or bid bond for a sum not less than five percent (5%) of the Bid amount is required with each bid. No bid may be withdrawn for a period of 45 calendar days after the date and time for receiving bids. The City reserves the right to accept or reject any and all bids; to reject bids from any bidder not, in the opinion of the Engineer or City, in a position to perform the contract; to waive informalities, irregularities and technicalities; to reject non-conforming, non-responsive, unbalanced, or conditional bids; or to advertise for new bids. The City also reserves the right to award the contract in its best interest, which may result in selecting a bidder other than the lowest.
