The City of Malibu seeks consultant services for preparation of an Environmental Impact Report (EIR) under the California Environmental Quality Act for the proposed Malibu Canyon Resort. The Project is to be developed on three vacant parcels to be merged into approximately 28.2 acres at 4000 Malibu Canyon Road. The resort will include 146 hotel rooms, restaurants, meeting rooms, ballroom, health club, swimming pool, tennis courts, a parking garage with valet tunnel, landscaping, grading, and associated development. The main building will have 60 hotel rooms and facilities; 86 hotel rooms will be in 45 independent buildings. The total gross construction is about 579,396 square feet, with 181,560 square feet proposed to meet the Local Coastal Programs allowable floor-area-ratio limit. Buildings will be 1 to 3 stories above grade with an additional story below grade; heights range from 14 to 40 feet. The parking structure is 70 feet tall with 5 above-grade stories and 1 below grade, providing 588 total parking stalls. The project includes approximately 263,923 cubic yards of grading, with 183,499 cubic yards to be exported, 488,260 square feet of landscaped area, and 319,855 square feet of open space area. Storm water improvements will ensure no increase in peak flow, utilizing green infrastructure, storm drains, and detention basins. The project will connect to the Citys Civic Center Wastewater Treatment Facility. Proposals must address all requirements as managed by the City under a Professional Services Agreement and adhere to the terms and conditions as indicated in the request for proposal and sample agreement. The scope covers all consultant and subcontractor services related to EIR preparation for the described project, under the direction of the City. All requests for clarification must be received by 1:00 PM on Wednesday, April 1, 2026.
