Boone County reserves the right to reject any or all bids, waive informalities, negotiate modifications, or accept the bid that is most desirable and advantageous in terms of customer value, service, and concept of operations, even if it is not the lowest and best price. No bid may be withdrawn for sixty days after the scheduled receipt time. WBE/MBE firms are encouraged to respond.
