The City of St. Charles is in need of pipeline pigging services to clean sanitary sewer force mains. Responses must be submitted electronically. Questions due prior to 8:00am Procurement@stcharlesil.gov March 18, 2026 Project Description/Introduction The City of St. Charles ("City") is in need of pipeline pigging service to clean sanitary sewer force mains. The City has a total of 14 force mains which all need to be cleaned to help improve pumping efficiencies. The City also has several Creek and River crossings with siphons. The City is seeking a contractor to complete this work over the next several years. The 2026/2027 Budgeted amount is $65,000. The scope of work for future years will be dependent on the budgets approved annually. Scope of Services For each location, the Contractor shall take precautions to prevent critical damage to the interior wall surfaces or other damage to pipes that may be inflicted by the improper use of cleaning equipment, as well as a contingency plan for stuck pipe pigs. The Contractor will determine the proper size swabs/pigs to be used. The cleaning pigs should be able to pass through reduction of up to 60 to 65 percent of cross-sectional area of nominal pipe. Cleaning pigs should be able to navigate standard piping components such as 90-degree elbows, tees, crosses, wyes, gate valves, and ball valves to meet the cleaning need of the sewer force main. The Contractor will provide the expertise and equipment to complete this work. At a minimum the crew should include a two-man team and any support tools or equipment including a 150 PSI pig launcher up to 1' above grade. Optional work may include a pipeline condition assessment including detection of leaks and/or gas pockets, and detection of pipe deterioration and/or defects using "smart" technology. The Contractor shall provide the equipment necessary to complete the pipeline assessment along the full length of the force main and provide a summary report of findings.
