Site work for a transportation facility in Portland, Maine. Completed plans call for site work for a transportation facility.

Sealed bids are invited for Terminal Apron Reconstruction – Phase 2 and Long-Term Hold Area, Deicing Pad Expansion & RON Apron Construction – Phase 2 at the Portland International Jetport. Bidders must submit their bids either electronically or in person. Bid security in the amount of five percent (5%) of the total bid is required. The successful bidder must furnish a 5% maintenance bond, a 100% performance bond, and a 100% labor and material payment bond, and begin contract execution within five (5) calendar days following the Notice to Proceed. Construction is funded by Federal, State, and City grants and is subject to applicable requirements. Federal requirements cited include Buy American Preference, Davis-Bacon Requirement, Debarment and Suspension, Civil Rights – Title VI Assurance, and others. Wages must comply with minimums established by the U.S. and State of Maine. The City reserves the right to accept or reject any or all bids in the best interest of the City. Only registered vendors may submit bids, and each bidder is required to obtain proposal forms and plans from the City. The City encourages participation by all qualified firms regardless of business size or ownership and practices nondiscrimination in the award or performance of the contract. Prohibition and compliance regarding unmanned aircraft systems (UAS) are specified. Question Deadline 03/24/2026 at 12:00 PM ET Contractors requesting clarification of bid specifications and drawings must submit questions in writing to the Purchasing Office. Submit questions via email to krc@portlandmaine.gov . This project is identified as S34b on the Jetport's CIP for the Terminal Apron Reconstruction Phase 2 and as S21 for the Long-Term Hold Area, Deicing Pad Expansion & RON Apron Construction - Phase 2. The improvements include the reconstruction of approximately 8,600 square yards of P-501 Portland Cement Concrete Pavement apron at Gate 8, 7,300 square yards of new P-501 Portland Cement Concrete Pavement apron to expand the deicing apron, and 4,200 square yards of P-401 Hot Mix Asphalt pavement to expand the deicing apron. Construction activities will include rigid and flexible pavement removal,excavation and placement of P-209 base course gravel, P-154 subbase course, saw cutting and milling of existing pavement, installation of new pavement (Portland Cement Concrete and Hot Mix Asphalt), and apron markings. Construction work is planned to be completed in 9 phases to maintain airport operations to the maximum extent possible and the project will be completed from April to November of 2026.
