Under this contract, all personnel, labor, materials, and floating plant required to remove and dispose of a submerged obstruction in the Federal Navigation Project at Portland Harbor must be provided. The obstruction consists of an approximately 32-foot-long, 2-foot-diameter wooden wharf piling with some attached metal, lodged in bottom sediments and extending above the channel bottom at a low angle at an elevation of -30.8 feet MLLW. The work requires removal and disposal of the pile in its entirety; however, if complete removal is not feasible, removal of the portion above the mudline and down to at least -35.5 feet MLLW is acceptable. Photo verification and proof of proper disposal are required. Final acceptance is contingent upon a Government hydrographic survey confirming that the target depth has been cleared. All work, including any underwater diving operations, must comply with the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1, 15 March 2024) and all applicable Federal, State, and local regulations.
