The work shall consist of 1,214 square yards of road reconstruction, 9,082 square yards of street mill and overlay, and 1,824 square yards of asphaltic patching within the City of Broussard. A mandatory pre-bid conference will be held, and all prospective bidders must be present at the beginning and remain for the duration. Prospective bidders who fail to attend or remain for the duration are prohibited from submitting a bid for the project. Construction time is 60 calendar days, exclusive of delays beyond the contractor's control, starting from the date specified in the written Notice to Proceed. Each bid must be accompanied by a "Bid Guarantee" equivalent to 5% of the bid price in the form of a bid bond, certified check, or other negotiable instrument as assurance that the bidder, upon acceptance, will execute the required contractual documents within the specified time. A performance bond and a payment bond, each not less than 100% of the contract price, are also required to assure the contractor's faithful performance and payment to all persons supplying labor and materials, respectively. All bonds must be written by a surety or insurance company approved to do business in Louisiana. Only bids from contractors licensed under Louisiana Contractor's Licensing Law and holding the appropriate classification (Highway, Street, and Bridge Construction) in full force and effect at the time of bid will be considered for bids exceeding $50,000. The license number must appear on the bid and the sealed envelope containing the bid. Bids must be submitted only on the provided Bid Form. The owner reserves the right to reject any or all bids for just cause. No bidder may withdraw their bid for at least forty-five days after the scheduled opening.
