Site work and paving for an educational facility in Shorewood, Illinois. Completed plans call civil work for a primary / secondary education facility.
The project is for asphalt replacement, crack sealing, sealcoating, and line striping at Minooka Community Consolidated School District 201 in Minooka, Illinois. Lump sum bids are requested. Bidders must comply with all requirements specified in the Bid Packet. Bidding documents are available for pick up or by email upon request. The Board of Education reserves the right to reject any or all bids, to waive irregularities or informalities in bidding procedures, and to award the contract as deemed in the best interest of the School District. All bidders must comply with Illinois prevailing wage rate statutes for publicly-funded projects. If wage rates change during the work, the contractor is responsible for any additional costs with no change to the contract amount. The amount bid by the contractor will be based upon the number of square feet indicated on the "District Worksheet" and the areas outlined on the Site Maps. Prior to starting work the contractor will measure and confirm the actual square feet of the parking lot space. If there is a discrepancy between the contractor's measurements and the "District Worksheet" the discrepancy must be discussed with the District Representative. The contractor must obtain written preapproval from the district for any additional work more than the square footage indicated on the "District Worksheet." Failure of the contractor to obtain prior approval for additional work will void any additional billing by the contractor. The billing for additional work is to be invoiced at the rates for "Additional work" indicated on the bid reply form. APPLICATION MATERIALS AND PROCEDURES 1. Materials Sealer Use Sealmaster MasterSeal or GemSeal Black Diamond Asphalt Pavement Sealer or equivalent (without coal tar in material) to be applied at 70 to 82 s.f. per gallon for each coat or to manufacturer's specifications. Equivalents must be specified in the bid reply. Aggregate (silica) to be used at 3 to 5 lbs per gallon. 2. Application Equipment Requirements Pressurized Spray Equipment (PSE) PSE shall be capable of spraying pavement sealer with sand added. Equipment shall have continuous agitation of mixing capabilities to maintain homogeneous consistency of pavement sealer mixture throughout the application process Self-Propelled Squeegee Equipment (SPSE) SPSE shall have at least two squeegee or brush devices (one behind the other) to assure adequate distribution and penetration of sealer into the bituminous pavement. Equipment shall have continuous agitation or mixing capabilities to maintain homogeneous consistency of pavement sealer mixture throughout the application process. Hand squeegee and brushes shall be acceptable in areas where practicality prohibits the use of mechanized equipment. 3. Surface Preparation New areas / Alligatored Areas New asphalt must be allowed to cure at least 30 days under good weather conditions. Before applying sealer, pour water on the asphalt surface. If a film of oil appears, the surface is not sufficiently cured. Required cure time shall be determined by an engineer. Replacement areas/alligatored areas, if any, shall be cut out, removed, and replaced with hot mix asphalt materials if requested by the District. The asphalt repair shall be 4 inches of asphalt. If ground conditions require additional or alternate materials, then the cost of these additional materials will be negotiated between the contractor and the district. Crack Repair The amount of crack filling that is to be included by the contractor in the bid will be limited to 4% or 4,000 linear feet per 100,000 square feet of surface area unless prior written approval is received from the district. Failure of a contractor to obtain prior district approval will cancel any additional billing for crack filling above the 4% limitation. Surface and hairline cracks less than 1/4 of an inch wide do not require repair. Cracks can be repaired with hot pour crack sealing. For hot pour application, cracks shall be routed, or wire brushed and blown clean and dry with a compressed air heat lance. Hot pour material shall then be poured into the cracks and squeegeed flush to adjoining pavement. Crack sealant shall be poured and squeegeed flush to the adjacent pavement surface. All new cracks shall be routed, cleaned, and then filled. Cracks that currently have crack fill material in them should be cleaned and then refilled. Treat all grease, oil, gasoline and similar petroleum stains or spots with oil spot primer. Immediately prior to sealing, all loose materials, dirt, and debris shall be removed from the pavement surface by a power blower or mechanical sweeping equipment. Sealer Mixing Procedures Mix the pavement sealer in accordance with the manufacturer's specifications of the sealer being used. Pavement Sealer Application Procedures Two coats are required. Apply by squeegee, brush, mechanical sprayer, or squeegee application equipment. Both coats of sealer may be applied via spray. Temperature must be a minimum of 50 degrees F. and rising for a period of not less than 24 hours. Do not apply when temperatures are expected to fall below 50 degrees F. in a 24-hour period. Do not apply if rain is forecast within 24 hours. Allow the final coat of pavement sealer to cure a minimum of 24 hours before opening up to traffic. Traffic Markings Traffic Paint applied to freshly sealed bituminous pavement shall be 100% Acrylic Waterborne paint. Use of a solvent borne paint shall not be permitted. All painted traffic markings will be 4" wide lines with one coat of paint.
