The bidder shall provide all labor, supervision, equipment, and cleaning supplies necessary to perform custodial services as specified. All equipment must be kept in working order and repaired or replaced within 48 hours if not functioning. CCS will supply disposable items like hand soap, toilet paper, paper towels, facial tissues, and trash can liners. The contractor shall supply all other supplies such as mops, brooms, and cleaning chemicals. The bidder is responsible for securing the building after each shift. All work must be done in a first-class manner, using only approved, high-quality materials, subject to CCS inspection. The contractor must comply with all applicable laws and regulations and provide proper insurance coverage—General Liability, Workers’ Compensation, automotive liability, and umbrella coverage with CCS named as an additional insured. Special requirements include submission and maintenance of formal, documented programs for employee training, retention, absenteeism, and substance abuse. Bidders must provide references for similar facilities, with at least one being an educational facility. The contractor must also demonstrate competency in VCT maintenance using specific products. All contract staff must wear uniforms and identification badges. Supervisors and managers must be assigned to ensure proper execution and supervision at all times. The contractor must maintain a list of equipment and provide training, safety protocols, and inspection documentation as specified. Regular meetings and reporting are required. Instructions to bidders include submitting an employee handbook covering training, retention, absenteeism, and substance abuse. A reference list for similar-sized facilities, including contact information, is required. A non-collusion affidavit, staffing plan template, bidder acknowledgements, and pricing must be submitted using provided forms. Additional supporting documents can be uploaded as required.
