The U.S. Army Corps of Engineers, Wilmington District requires a contractor to perform 25 waterborne vibracores, 2 land-based borings, and 207 laboratory test samples for the Carolina Beach Inlet and Vicinity project. After drilling operations, the contractor must transport core samples to a facility for processing, provide processed soil cores, field logs, and photographs to the Contracting Officer's Representative, and allow for a review period before lab test sampling intervals are assigned. All borings must be referenced to North American Datum (NAD) 1983 North Carolina State Plane Feet and to the MLLW vertical datum. Sampling, logging, and laboratory testing must be performed in accordance with specified procedures. The contractor is required to mobilize and begin drilling within 5 calendar days of acceptance of the Accident Prevention Plan and complete all work--including drilling, logging, photographing, laboratory analyses, and the final report--in 180 calendar days from the time of award. Bidders must submit signed offers, a technical proposal that addresses all requirements set in the Statement of Work and provision 52.212-2, and a price quote for each line item. Both documents must be submitted electronically in PDF format, fitting specified formatting requirements. No hard copies will be accepted or evaluated. All offerors must be registered and active in the System for Award Management (SAM) prior to award.
