Renovation of a municipal facility in Bloomfield, Connecticut. Completed plans call for the renovation of a municipal facility.

The Town of Bloomfield invites proposals for the Bloomfield Town Center Revitalization Developer as outlined in the RFQ/RFP. Proposals must conform as closely as possible to the required format. Any exceptions or alternatives must be clearly delineated in a separate attachment to the submission. One original, two paper copies, and one read-only digital copy on a thumb drive must be submitted in a sealed package marked with the firm's name and address. All proposals must be received by the specified deadline; late responses will not be considered. Contact regarding the requirements and submission should be directed to the Purchasing Department only. The requirements include the submission and evaluation guidelines and completion of IRS Form W-9, which must be included with the proposal. The Package submitted containing proposals shall be sealed, bearing on the outside the firms name and address and plainly marked RFQ/RFP # 1169-1: BLOOMFIELD TOWN CENTER REVITALIZATION DEVELOPER Questions about the Scope of Services, submission, and other requirements may be directed to the Purchasing Department at JMuraca@BloomfieldCT.gov no later than Tuesday, March 24, 2026, at 4:00 p.m. EST. The Developer shall assist the Town in advancing the vision and goals of the Town Center Economic Development Master Plan and maximizing both fiscal and community benefits to the Town. The developer's scope shall include at a minimum, (some of which was included in the Master Plan document and may need to be expanded for the Developer's proposed site design): 5.1 Financial modeling/proformas, and land use analysis. 5.2 Infrastructure capacity, site constraints, and regulatory considerations. 5.3 Recommended phasing strategies and funding approaches. 5.4 Preparation of conceptual site plans, design schemes, and development programs based on the Master Plan. 5.5 Propose development models, including public-private partnerships, joint ventures, or disposition strategies. 5.6 Identify private and public funding sources (e.g., tax credits, grants, , etc.); Recommend incentives and risk-sharing frameworks. 5.7 Recommend zoning amendments or overlay districts as necessary for the Developer's plan; Obtaining zoning, permitting, and approvals processes. 5.8 Provide a proposed implementation timeline and identify key milestones, responsibilities, and performance benchmarks. 5.9 Participate in public workshops, Town meetings, and stakeholder briefings. 5.10 Incorporate Master Plan concepts, community and Town feedback into development planning QA deadline changed to 04/07/2026 as per Adda 1.
