The City seeks proposals from qualified providers to analyze, form, and implement a City-managed street lighting and landscape district, transitioning administration from existing County-managed services to the City. The objective is to ensure uninterrupted service, maintain financial stability, and establish long-term standards, policies, and procedures for Carson’s needs. The initial phase involves transitioning the existing County-managed Carson Zone and conducting Proposition 218 balloting within the current district. Two distinct County programs are involved: County Lighting Maintenance District No. 1697 for operations and maintenance, and County Lighting District LLA-1, which is governed by the Landscaping and Lighting Act of 1972 and subject to Proposition 218 requirements. The consultant will address both districts operationally, but all assessment engineering, benefit analysis, noticing, and balloting requirements apply specifically to LLA-1. Future phases may include annexations, inclusion of additional properties, reconciliation of lighting assets, and expanded outreach. The scope of work may be divided into separate components and awarded to one or more consultants. The term of any resulting agreement will be 1-5 years from commencement.
