The project includes installation of 4700 feet of 6-inch water main and 800 feet of 3-inch water main and service laterals serving approximately 86 houses, and all other associated work as required to provide a fully operational water distribution system within Elwood. The work to be performed and the bid to be submitted shall include sufficient and proper sums for all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and other items incidental to and required for the construction of the facilities. Bidders are responsible for inspecting the project site(s) and reviewing all contract documents and specifications. Wage rates must not be less than the federal wage scale. Bidders must comply with President's Executive Order No. 11246, 41 CFR Part 60 - 4, and Build America, Buy America provisions. All iron, steel, manufactured products, and construction materials must be produced in the United States, with requirements for minority, women, and veteran-owned business participation. Contractors must meet guidelines and practices established by the Indiana Office of Community and Rural Affairs and appropriate federal regulations. Each bid must be enclosed in a sealed envelope with the project title and bidder information, submitted with a certified check or acceptable bidder's bond of at least 5% of the total bid amount. Performance and payment bonds in the amount of 100% of the contract price will be required at contract execution. The owner reserves rights to reject or accept bids and to waive informalities in bidding. No conditional or qualified bids will be accepted.
