The scope of work is to furnish materials and labor to complete the Plattsburgh City School District District Wide Capital Improvement Project, BCA Project No. 2024-115, in accordance with the plans and specifications. The project is to be bid under a multiple contract system, with Contract No. 2 covering Mechanical work. Instructions to bidders include the following: Bids must be submitted in sealed envelopes bearing the bidder's name, address, phone number, and the project title. Each bidder must deposit security with their bid as specified. Bidders must pay attention to requirements regarding employment conditions and minimum wage rates. No bid can be withdrawn within 45 business days after the opening of bids. Out-of-state bidders must complete a "Statement Concerning Authority to do Business in the State of New York for non-New York State Companies" and provide a certified copy of their Authority to Do Business in New York State with the bid. Failure to provide this will invalidate the bid. All bidders must also complete the Non-Collusion Certificate, and, if a corporation, the associated Resolution. The Owner reserves the right to disqualify bidders for any material failure to comply with the instructions and to reject any or all bids and waive informalities or defects. Plans and specifications must be returned in good condition within 30 business days after the award or rejection of bids to receive a refund of plan deposits. All requests for such interpretations shall submitted in writing to BCA Architects & Engineers (on the attached RFI Form). To be given consideration a request for interpretation the RFI form must be received at least four (4) business days prior to the date fixed for the opening of bids.
