Renovation of a detention facility in Sandy Hook, Kentucky. Completed plans call for the renovation of a 196,440-square-foot detention facility.

The project involves campus-wide roof repairs and replacements at the Little Sandy Correctional Complex, Department of Corrections, in Sandy Hook, Kentucky. The work includes removing and replacing approximately 196,440 square feet of roofing material on State Houses, General Housing Units, Facility Building, Minimum Security Unit, East Region Training Center, Restricted Housing Unit, and the Gym/Chapel/Academic Building. Existing roofing systems to be replaced include two-ply modified bitumen, asphalt shingle, and metal roofs, while new installation will consist of a two-ply SBS modified bitumen re-cover system, asphalt shingles, and sheet metal roof. All pre-finished metal roof coping caps, flashings, accessories, and terminations are to be replaced. Some buildings not receiving a new roof will also receive new gutters and downspouts. Bids must be submitted by prime contractors on a lump sum basis and include all phases of work, with required documentation as specified. All bids must be accompanied by a bid guarantee of at least five percent of the lump sum base bid, and the successful bidder must provide a 100% performance bond and a separate 100% payment bond. Qualifications, lists of unit prices, proposed subcontractors, and materials must be submitted with the bid. All project communications and documentation must be processed through the owner's web-based document collaboration system. Compliance with air pollution, tobacco-free, EEO, and Secretary of State registration requirements are mandatory for bidders. Electronic bid submission is required through the Commonwealth's eProcurement system, and failure to comply with submission procedures or documentation requirements may result in disqualification or rejection of bids. The Division of Engineering and Contract Administration reserves the right to reject all bids or waive informalities and technicalities as deemed in the best interest of the Commonwealth. Event site walk-through Notes : The NCIC background check form is in the specification book after notice to contractors. The form must be emailed to Ricky.Bear@ky.gov no later than March 23, 2026, 3:00 PM, Eastern Time. If your background check is not turned in by this date you will not be permitted to enter the facility.
