Bids are invited for installation of sidewalks, crosswalks, pavement improvements, and pedestrian lighting along Wesley Street, between Jordan Street and Washington Street. Bid responses must be clearly marked and delivered as specified. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid for contracts exceeding $100,000, or a certified check, bank draft, or negotiable U.S. Government Bonds may be submitted in lieu of the Bid Bond. The project is financed with assistance from the Texas Department of Agriculture under the U.S. Department of Housing and Urban Development Community Development Block Grant Downtown Revitalization Program and is subject to all applicable Federal and State laws and regulations. Not less than the federally determined prevailing wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. The successful bidder must ensure there is no discrimination in employment. All contractors and subcontractors must be cleared through SAM.gov for participation on federal assistance programs. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses and Section 3 Businesses are encouraged to submit bids. This project is subject to the Build America, Buy America Act requirements; all iron, steel, manufactured products, and construction materials used must be produced in the United States. The City of Greenville reserves the right to reject any or all bids, waive technicalities, or proceed otherwise in its best interest. Bids may be held for up to 60 days pending review and investigation of bidder qualifications prior to awarding a contract.
