The selected design firm shall provide comprehensive professional services necessary to plan, design, and prepare construction documents for three pickleball courts at Council Park. Services shall include, but are not limited to: site assessment and feasibility; conceptual design with layouts, orientation analysis, renderings, and site diagrams; design development for civil, structural, and site engineering, hardscape, and landscape modifications; full construction documents including plans, specifications, cost estimating, and value engineering; and optional services such as 3D renderings, public information graphics, and lighting design recommendations. Firms may also propose turn-key construction services, including court excavation, grading, surfacing, striping, installation of equipment and hardware, drainage improvements, fencing installation, ADA-accessible walkways and seating, site safety, management, permitting, inspections, and closeout documentation. The City’s objectives are to deliver high-quality, durable, weather-resistant, ADA-accessible, and energy-efficient courts within a $150,000 budget, with all services and deliverables compliant with relevant codes and standards. Qualifications requirements include demonstrated experience with outdoor court design, municipal recreation projects, licensure in Arizona, a proven record of delivering within budget, and the ability to coordinate with municipal departments. Subconsultants must also be licensed in Arizona. Submittals must be in the following order: Cover Letter, Firm Profile, Project Team & Experience, Project Approach & Understanding, Schedule & Timeline Proposal, minimum of 3 references, and required attachments (business license, W-9, ACH Enrollment Form if selected, insurance waiver, and submittal worksheets). For firms proposing design and construction services, a summary of construction capabilities, licenses, recent similar projects, and contractor team organization must be included. All submittals become the property of the City, and the City reserves the right to reject any or all submittals, request additional information, and make no reimbursement for preparation costs.
