Bidders for construction contracts of $50,000 and over must submit a certified or cashier's check from a responsible bank in the State equal to two percent (2%) of the maximum total bid amount, made payable to the Owner. The Owner reserves the right to reject any or all bids and waive any or all irregularities. No bid may be withdrawn until 90 days after the date the bids are opened.
