The purpose of this RFQUAL is to develop a list of pre-qualified Respondents willing to provide asset management and asset reliability services utilizing state-of-the-art technologies on an on-call basis and to set forth project-specific agreement award procedures for work that falls within the solicited program. Respondents may propose and be pre-qualified in one (1), any combination, or all technical categories listed below, provided Respondent meets the specified requirements in this RFQual. Category 1 - Asset Management Services: Services include advising on preliminary investigations to be conducted to aid in advancing the asset management program, providing advice related to insights from other agencies who have implemented asset management programs, providing specialized technical evaluations, support for updating the strategic asset management plan, developing and updating tactical asset management plans, and assistance in facilitating consensus-building and decision-making activities in support of the asset management program. Metropolitan’s asset management program scope includes infrastructure assets and facilities only. Category 2 – Asset Reliability Services: Services include assessing Metropolitan's maintenance engineering and assist with advancing Metropolitan’s reliability initiatives, such as condition-based monitoring, reliability centered maintenance, Failure Modes and Effects Analysis (FMEA), analysis of repetitive equipment problems, and other specialized technical investigations and evaluations to optimize maintenance and increase system reliability. Category 3 – Asset Reliability Software Support Services: Services include business-side support for asset reliability tools, including IBM Maximo, dashboarding tools, and front-end software configuration support, business process design, and requirements gathering to realize technical software and system improvements related to asset reliability and asset management.
