The New York State Thruway Authority is seeking to retain a qualified firm to provide term services for materials sampling, inspection, and testing services of construction-related materials on an as-needed basis for Thruway system projects in the Buffalo Division. Tasks may include asphalt and concrete inspection and testing, subsurface exploration and sample analysis, obtaining and testing asphalt and concrete cores, soil testing (including stockpile, gradation, and density testing), dynamic load testing and CAPWAP analysis, environmental testing, asbestos bulk sampling and analysis, and asbestos removal monitoring. All inspection, sampling, and testing must be conducted according to required specifications and applicable NYSDOT methods and procedures. Laboratories must hold accreditation under the AASHTO Laboratory Accreditation Program. Sampling and Testing Technicians must possess relevant certifications as detailed for each area of work. Subsurface exploration and data submission must comply with NYSTA specifications and be entered into the Thruway Authority’s OpenGround® Cloud using the official data entry profile. The anticipated agreement value may be up to $1.5 million with a duration of three years and an option for a one-year extension at the Authority’s discretion, subject to funding. Firms must submit a Letter of Interest (LOI) of no more than three pages, prepared according to specified formatting guidelines, and include a one-page organizational chart. Required forms include State Finance Law contractor disclosure and certifications concerning gender-based violence and the workplace, permissible contacts during procurement, and an up-to-date SF 330 (Part 2) for the prime and any sub-consultants/sub-contractors. The LOI must detail the firm's understanding of the assignment, names and roles of all firms and staff involved, relevant staff qualifications and assignments, and compliance with MWBE (30%) and SDVOB (6%) goals. Firms must verify proper business registration and professional licensing, submit a Vendor Responsibility Questionnaire (online only), and comply with prevailing wage and environmental product declaration reporting requirements as detailed. Submissions may be made electronically or via hard copy plus flash drive, according to instructions provided.
