The scope of work includes furnishing all labor, materials, equipment, tools, transportation, supervision, and incidentals necessary to perform on-call construction services for the installation, modification, repair, and maintenance of traffic signals, striping, and associated infrastructure at various locations throughout the City. The work supports capital improvement projects, intersection enhancements, emergency repairs, and infrastructure upgrades. Activities may include mobilization and demobilization; implementation of temporary and permanent traffic control in compliance with California Manual on Uniform Traffic Control Devices (CA MUTCD) standards; construction surveying and staking; removal and disposal of existing signal equipment and infrastructure; excavation and trenching; backfilling and compaction; installation of electrical and communication conduits, pull boxes, service cabinets, signal foundations, traffic signal poles, mast arms, signal heads, detectors, and controller assemblies; installation, splicing, and testing of fiber optic and interconnect cabling; configuration and integration of signal systems; placement of pavement markings and signs; related civil improvements such as sidewalk, curb and gutter, driveway, and ADA curb ramp construction; installation of accessible pedestrian signals, pedestrian push buttons, countdown heads, rectangular rapid flashing beacons, and lighting components related to traffic signal systems. All work must conform to the City’s approved plans, specifications, and standard drawings, and comply with applicable regulations and codes. Contractors are selected on an as-needed basis, and task orders will be issued based on project requirements and available funding. Bids are required for the entire range of services outlined. Instructions to bidders require submission of bid security evidenced by a certified check, bank draft, or bond in an amount not less than 10 percent of the bid, scanned and uploaded with bid documents, with the original submitted in a sealed envelope. The contractor must provide a performance bond and a payment bond each in the amount of 100 percent of the contract price, and evidence of required insurance. The contractor shall possess a valid California Class A, General Engineering Contractor license. Bidders must comply with prevailing wage requirements, register with the Department of Industrial Relations, and submit certified payrolls and labor compliance documentation electronically as specified. Minimum qualifications apply. Participation in a pre-bid conference is encouraged.
