The selected Subcontractor shall be solely responsible for providing all labor, operators, materials, machinery, tools, and equipment related to Work Zone Traffic Control & Access Equipment for the 2026-2027 Biennial Inspection of the Governor Mario M. Cuomo Bridges spanning between Tarrytown and Nyack, New York. The work zone traffic control will assist Stantec Consulting Services Inc. and New York State Thruway Authority (NYSTA) personnel, or their authorized designee, with the inspection of said bridges. All work, equipment, and procedures must meet, at a minimum, the requirements of the New York State Department of Transportation (NYSDOT) Standard Specifications, MUTCD, regulations, directives, guidelines, policies, procedures, manuals, and all applicable laws. The Subcontractor must have a minimum of five years of documentable experience in the safe operation and performance of traffic control and any/all types of equipment that shall be used on the project. Flag persons must have at least six months of documentable experience. All personnel must have necessary certifications and communicate effectively. All equipment must meet NYSTA requirements and all applicable laws. The project duration is from April 2026 to December 2027, with the majority of work anticipated from May through November each year. Up to two separate work crews with all necessary equipment and materials may be required to work simultaneously. Both full and partial day and nighttime closures will be required to complete the work. Stantec and NYSTA reserve the right to assign work to the next lowest bidder if the selected low bidder is unavailable for an assignment within the work area. Stantec reserves the right to reject any and all bids, waive any informalities, invite new bid proposals, and disregard nonconforming, non-responsive, or conditional bids. Insurance requirements and all permits for the work will be handled according to the bid documents and specifications. Proposals must be submitted in sealed envelopes labeled appropriately and received by the deadline. Late proposals will not be opened.
