Site work and paving for a mixed-use development in Reading, Massachusetts. Completed plans call for site work for a road / highway; and sidewalk / parking lot.

The work under this contract consists of performing sidewalk and roadway resurfacing work including but not limited to paving, cold planning, reclamation, grading, curb, and sidewalk at various locations throughout the Town of Reading, as required by the Town. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a bid security in the amount of five percent (5%) of the amount Bid. The successful Bidder must furnish a Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the Contract Amount and from a surety authorized to do business in the Commonwealth of Massachusetts and acceptable to the Town. Complete instructions for filing Bids are included in the Instructions to Bidders. Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provisions of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. Prospective bidders must check the referenced website for new information or modifications to any solicitation and must keep their contact information current to receive communications from the Town including requests for clarification and any addenda issued. If any changes are made to the IFB, an addendum will be issued and emailed to all bidders on record as having downloaded the IFB. The Town assumes no responsibility for issues with bidders' email addresses, fax numbers, or technical problems that cause loss or rejection of communications including spam filtering. Pre-qualification requirements: MassDOT prequalification of contractors with the class of work as Highway - Construction for the project with an estimated value of $1,401,474.00 will be required. MassDOT will provide a list of Prequalified Construction Contractors to the Town of Reading. Bidders will be verified at time of Bid Opening. Bid security in the amount of 5% of the amount Bid is required. A Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the Contract Amount, are required from a surety authorized in Massachusetts and acceptable to the Town. Every request for such interpretation shall be in writing (typed, not handwritten) addressed to purchasing@ci.reading.ma.us. It is the bidder's responsibility to confirm that any request has been received. To be given consideration a request must be received at least seven (7) calendar days prior to the date fixed for the opening of bids.
