The scope of work consists of the milling and paving of approximately 5,264 linear feet of Godfrey Bridge Road with approximately 1,329 tons of Hot Mix Asphalt. The project is bid as two phases in accordance with the corresponding grant years. The award will be based on the lowest responsive bid for the total of the two phases. Bidders must submit questions in writing by the specified date. Contract documents are available for examination and purchase at the designated engineering office. Bid security in the form of a certified treasurer's or cashier's check or Bid Bond for 10% of the bid amount (not to exceed $20,000) is required. The successful bidder must furnish a 100% Performance Bond and a 100% Payment Bond issued by an acceptable surety institution. Bidders are required to comply with Affirmative Action Regulations (P.L. 1975, c. 127, N.J.A.C. 17:27), minimum wage requirements, and ensure no discrimination in employment. There is a mandatory ratio of apprentices and trainees to journeymen, and efforts should be made to provide opportunities for lower income residents and utilize area businesses. There are also goals for female and minority participation in the construction workforce. Contractors must comply with the PUBLIC WORKS REGISTRATION ACT by registering with the Department of Labor prior to bidding and before contract award. All bidders must submit proof of business registration for themselves and their subcontractors. Contractors must also comply with "Pay to Play" laws regarding political contributions. The owner reserves the right to reject any or all bids, waive informalities, and negotiate terms with the successful bidder. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
