The County expects the successful Offeror, or Offeror's Team to possess robust industry knowledge and a comprehensive understanding of the EV charging marketplace as it exists in 2026, along with anticipated technological advances and emerging trends. All site location, permitting, design, utility construction, equipment installation and testing/validation work is to be undertaken in partnership with a private sector firm with experience in the EV charging industry. The EV Charging Partner ("EVCP"), will design, install, operate, and maintain, EV supply equipment (EVSE), self-service electric vehicle (EV) charging stations and own publicly accessible electric vehicle charging infrastructure on County property at no cost to the County. Adams Email: janett.adams@fultoncountyga.gov Phone: (404) 612-7967 Proposers may submit requests for clarifications or interpretations regarding this RFP and the Contract. 11.49% MBE and 2.62% FBE Fulton County, Georgia ("County") is seeking proposals from qualified Vendors ("OFFERORs") or teams experienced in the installation and operation of Electric Vehicle ("EV") charging infrastructure. The County expects the successful Offeror, or Offeror's Team, to possess robust industry knowledge and a comprehensive understanding of the EV charging marketplace as it exists in 2026, along with anticipated technological advances and emerging trends. All site location, permitting, design, utility construction, equipment installation and testing/validation work is to be undertaken in partnership with a private sector firm with experience in the EV charging industry. The EV Charging Partner ("EVCP"), will design, install, operate, and maintain, EV supply equipment (EVSE), self-service electric vehicle (EV) charging stations and own publicly accessible electric vehicle charging infrastructure on County property at no cost to the County. The site design, development, installation, and maintenance of the EV Charging Stations must be in compliance with all applicable laws, ordinances, regulations, and standards. Sites must include paved vehicle charging spaces enabling the maximum possible number of vehicles capable of being charged simultaneously. Promoting EV adoption is important to the County and is an integral part of the County's sustainability initiatives and its Strategic Plan. The County is seeking a phased approach and has identified specific sites for Phase I and require that respondents evaluate and propose options; however, respondents may suggest additional sites on County owned property for consideration. Sites may include off-street public parking lots and garages, at County facilities such as senior centers and libraries, and curbside parking spaces. Fulton County is requesting proposals to increase the amount of public charging infrastructure. This RFP seeks to leverage County buildings and create an EV charging station partnership to expand EV charging access through the County. The County has plans to increase the number of EVs in its fleet and may consider utilizing these chargers as part of their fleet electrification plan. 3.3 SCOPE OF WORK THE EVCP IS EXPECTED TO BE FULLY CAPABLE OF DELIVERING THE FULL SCOPE OF DESIGNING, PERMITTING, INSTALLING, OPERATING, AND MAINTAINING ALL EQUIPMENT WITHOUT ADDITIONAL ASSISTANCE OR COST TO FULTON COUNTY GOVERNMENT. The EVCP will own all the fixed assets (charging infrastructure, equipment, property and the like) resulting from this project. Fulton County will not assume ownership of any fixed assets. If the EVCP ceases operation as a business entity or is acquired/sold to another business entity at any time prior to the conclusion of the 10-year term, and its two-five-year renewal options, or period of operations, Fulton County must be notified at the earlier possible opportunity in advance of such action. The EVCP will be required to abide by any and all transfer of ownership or asset liquidation limitations imposed by law or agency. The EVCP shall install and maintain infrastructure under this contract within Fulton County. Fulton County Government is soliciting proposals for Level 2 or higher EV charging stations at seven County buildings. Vendors are expected to own, operate, and maintain the charging stations at no direct cost to the County, including no up-front costs and no monthly fees. Vendors will be competing based on the quality of their proposal and the percentage of revenue sharing offered to the County from EV charging station revenue. Details are provided below. Phase I: FIRMS APPLYING FOR THIS CONTRACT SHOULD DO SO WITH THE UNDERSTANDING THAT WORK MAY CONCLUDE UPON THE COMPLETION OF DEPLOYMENT PLAN IN PHASE 1. ANY AND ALL INFORMATION ON THE STATUS OF PHASE 2 WILL BE SHARED IN A TIMELY MANNER WITH THE EVCP TO ENABLE BOTH PARTIES TO WORK TOGETHER AND ARRIVE AT PROACTIVE AND MUTUALLY ACCEPTABLE DECISIONS. 1. The County will review engineering and design plans developed by the EVCP, with the EVCP confirming they meet all federal standards before sites are approved for construction. EVCP will install four (4) charging station ports at each location; charging ports should be Level 2 Charging or higher, and provider can determine if these ports will be provided by dual-port, single-port, or multiport charging stations, or some combination thereof. EVCP is expected to pay any and all costs associated with the charging stations, such as the hardware, software, electrical infrastructure, installation, monthly electricity bills, and internet connectivity. In exchange, the selected Provider will be allowed to install their charging stations on designated County property and collect fees from users. AFTER THE TERM OF THE CONTRACT, THE EVCP MUST REMOVE THEIR EV CHARGING STATIONS AT NO COST TO THE COUNTY. HOWEVER, THE EVCP IS REQUIRED TO LEAVE THE ELECTRICAL INFRASTRUCTURE IN PLACE. 2. The site design, development, installation, and maintenance of the EV Charging Stations must be in compliance with all applicable laws, ordinances, regulations, and standards where installed. Sites must include paved vehicle parking spaces enabling the maximum possible number of vehicles. Use of reliable, durable, secure, user-friendly, and state-of-the-art self-service Charging Stations. 3. Use of EV Charging Stations that are certified by the Nationally Recognized Testing Laboratory (NRTL) to demonstrate compliance with appropriate product safety test standards. 4. Use of EV Charging Stations that are high capacity and efficient, consisting of a Commercial Grade Level 2 (L2) and/or Level 3 (DC Fast Charging) capacity or higher. For Phase I, four (4) ports are preferred, with the capability of future expansion. 5. Use of EV Charging Stations that are durable and capable of operating without a decrease in performance at varied outdoor temperatures and humidity. 6. Use of EV Charging Stations that are capable of utilizing Open Charge Point Protocol (OCPP) V1.6 or newer for communications to various network back-ends. 7. EV Charging Station operating hours may be limited by the operating hours of the building. The site must list customer support information (telephone, website, and/or e-mail) and customer service hours of operation. 8. Use of EV Charging Stations that are capable of processing point-of-sale transactions with all major debit and credit cards, compliant with the Payment Card Industry. The stations must a. allow direct use of a credit card, debit card, and/or network card. Stations may also offer b. additional payment methods including subscription methods, smart cards, and/or smart phone applications. Real-time pricing and fee information must be displayed on the device. c. Charging stations must allow for flexible pricing, for example kWh/kW, per minute or per hour, by space or by time of day. 9. Equipment and installation must meet all applicable accessibility requirements including compliance with the Americans with Disabilities Act (ADA) and contain visible universal signage. Sites must be built to account for spaces to accommodate visitors with mobility limitations and their vehicles. Site design must comply with any ADA requirements from the cities within Fulton County. Entities subject to the ADA or Architectural Barriers Act (ABA) must provide EV charging stations that are accessible to and usable by people with disabilities. See Design Recommendations for Accessible Electric Vehicle Charging Stations. 10. Utilization of user-Authenticated Access to eliminate energy theft. Design that is tamper- resistant and protects against vandalism, as well as safety measures such as the installation of bollards. 11. Use of charging stations that are connected to a network by Wi-Fi, hardwired connection, and/or cellular connection. Vendors must provide geo-location services that identify the location of EV Charging Stations via cell phones and the internet, free of charge to the public. The charging stations must also provide the capability for customers to receive notification by text or email when charging to their vehicle is complete. 12. Vendor must provide for a program of inspection, maintenance, repair, and replacement of EV Charging Stations so that the program is at all times fully operational and efficient. Uptime of at least 98% is a critical requirement. 13. Vendor must notify County of recall notices, warranty requirements, safety notices and the EVCP's prompt compliance with same within 7 (seven) calendar days of notification. 14. EVCP must provide a monthly status and revenue report to County for the previous month no later than by the 15th of each month. All books, receipts, and records of Vendor must be made available for inspection by County at all reasonable times. 15. EVCP must provide periodic reports on station uptime/downtime and utilization information, such as average length of time charging per consumer, total electricity consumed, total cumulative charging time, total number of vehicles that used charging infrastructure, average electricity consumed per customer, and related datapoints. 16. EVCP's proposal must provide documentation illustrating: (a) the proximity of the EV Charging Station's proposed location to a power source and a detailed explanation of what construction needs, if any, will be necessary to provide electricity to proposed location; (b) whether there will be a separate electric account for the EV Chargers; (c) pictures/scaled renderings of proposed site showing the exact charging station location and the placement of directional signage; (d) an explanation of how the proposal accounts for future expansions and upgrades to the system in order to meet demand growth and anticipated technological advances. Preference will be given to vendors that will open their own electric accounts and pay for the EV charging station electricity themselves. If a vendor plans to use the County building's electric account, the vendor must reimburse the county for the electricity used. 17. NOTE: VENDORS MUST OPEN A SEPARATE ELECTRIC ACCOUNT AT THE JUVENILE JUSTICE CENTER. THAT FACILITY CANNOT SUPPORT ADDITIONAL ELECTRIC USAGE. 18. Proposers are not required to offer a fleet discount, however proposals that include a fleet discount are preferred. Proposers should include the price or percentage of any fleet discounts in their proposal. Fulton County reserves the right to install its own fleet-only EV charging stations at any county location. 19. County will support Provider if Provider chooses to apply for the Georgia Power Make Ready Program or Georgia Power EV Charger Rebate. Since the Make Ready Program requires a minimum of six Level 2 charging ports or one Level 3 charging port, County can be flexible on the number of ports installed at locations that are applying for Make Ready funding. 20. Customers must have mechanisms to report outages, malfunctions, and other issues with charging infrastructure. EV Charger Locations The County has selected the following Phase 1 locations for EV charging stations: -Juvenile Justice Center 395 Pryor St SW Atlanta, GA 30312 North Fulton Service Center 7441 Roswell Rd NW Atlanta, GA 30350 South Fulton Service Center 5600 Stonewall Tell Rd College Park, GA 30349 Ocee Library 5090 Abbotts Bridge Rd Johns Creek, GA 30005 Sandy Springs Library 395 Mount Vernon Hwy NE Atlanta, GA 30328 Buckhead Library 269 Buckhead Ave NE Atlanta, GA 30305 Palmetto Library 9111 Cascade Palmetto Hwy Palmetto, GA 30268 Upon completion and review of Phase 1, the County may request that Provider conduct an assessment to determine the feasibility of adding more charging stations to the Phase 1 locations and/or adding other County-owned sites. Proposals should provide recommended approaches for installing both the initial chargers and additional chargers over time. Fulton County reserves the right to approve or deny future installations as proposed by EVCP. A list of all County buildings that could potentially have charging stations is provided below. Fulton County reserves the right to move forward with Vendor's phase 2 proposal or not. Monitoring construction and installation activities of the EVCP.
