Sealed bids are invited for the construction of Water Production and Treatment System Improvements, SCC Project No. 3422, to be financed by the State of Louisiana CDBG Program. Bids must be addressed appropriately and submitted on the proper bid form with the Contractors license number displayed on the outside of the envelope. Contractors must have a license classification for municipal and public works construction, and all bids must be submitted by the specified date and time. A resolution authorizing a representative to sign the bid must accompany the bid, and all addendums must be acknowledged. Contractors must provide all required documentation and forms with their bid according to contract documents. Each bid must include all specified signatures and be accompanied by a bid bond in the correct amount, with sureties acceptable per U.S. Department of Treasury Circular 570. Contractors must have an active Unique Entity ID (SAM) as verified on www.sam.gov prior to construction, and must begin mobilization and procurement of materials within ten working days of the Notice to Proceed. The project is subject to Build America, Buy America Act (BABAA) requirements, and all iron, steel, manufactured products, and construction materials must be produced in the United States unless a waiver is approved. Employment conditions, minimum wage rates, and all applicable federal and state requirements must be observed.
