The work consists of resurfacing and reconstruction of Graham Street from S. Fourth Avenue to S. Fifth Avenue and S. Eighth Avenue from Woodbridge Avenue to Benner Street. The project includes but is not limited to Hot Mix Asphalt milling and/or pavement repairs, installation of Hot Mix Asphalt 9.5M64 Surface Course and Hot Mix Asphalt 19M64 Base Course, ADA accessible curb ramp improvements, storm sewer improvements, striping and signage, and related work within the Borough of Highland Park, and all other associated work as contained in the contract documents or as ordered by the Engineer. Proposals must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the work. Each bid must be accompanied by a certified check or cash in the amount of not less than ten percent of the bid, but not more than $20,000.00, as a guarantee that if the contract is awarded to the bidder, it will be executed and a satisfactory performance bond furnished within twenty-one days. A bid bond in the same amount may be substituted. Each bid must include a certificate from a bonding company licensed in New Jersey guaranteeing that if the proposal is accepted, the bond will be furnished. All bidders must be registered with the New Jersey Department of Labor and provide proof of business registration. All contractors and subcontractors must attach a certificate of registration and business registration certificate to the bids. Compliance with the New Jersey Prevailing Wage Act, New Jersey Worker Health and Safety Act, OSHA regulations, and Equal Employment Opportunity laws is required. No bid may be withdrawn for sixty days after opening. The Borough reserves the right to increase or decrease quantities and to award the contract based on available funds or reject any or all bids as in its best interest. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
