Design and construction services to perform bird abatement repairs on multiple existing facilities at Fort Bliss. The work addresses Buildings 11291, 11292, 11293, and 11294 and includes corrective construction activities necessary to mitigate bird intrusion and related damage to building systems and components. The project will be executed under a design-bid-build delivery method as a total small business set-aside. All work shall be completed in accordance with the contract documents, applicable codes, and regulatory requirements. Bid bond, insurance, and performance and payment bonds are required, and the contractor must possess and maintain a current Level 1 Cybersecurity Maturity Model Certification throughout the life of the contract. This construction project is for Bird Abatement at the NCO Leadership Center of Excellence which consists of multiple building structures. The four main buildings B11921, B11922, B11293, & B11294 currently house an educational facility which provides professional military education and training that develops enlisted leaders into holistically fit and disciplined warfighters to lead in multidomain operations. This project includes removal of the bird habitats, removal & cleanup of deceased birds and bird droppings, and the installation of bird abatement features, such as bird netting and bird cable to keep the birds off and away from the buildings.
