Site work and paving for a road / highway in Upper Township, New Jersey. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

Rosevelt Boulevard is one of two routes servicing Ocean City that can accommodate legal truck loadings. It is the most travelled connector to the business district and southern portion of the island. It also has direct access to the Garden State Parkway and Route 9. Roosevelt Boulevard is the key corridor for tourist access to Ocean City, the busiest tourist destiny in Cape May county and consistently ranked as one of the premiere resorts in the nation. The corridor also serves as a critical evacuation route. The roadway is in need of reconstruction as the underlying concrete sub base has heaved and the asphalt overlay has buckled. In addition, the roadway needs to be elevated in order to provide resiliency against nuisance flooding and potential sea level rise. The work that is proposed is the removal of the existing sub base concrete and replacement with DGA, and the milling and resurfacing of the roadway with a new 7 1/2" paving section so that the proposed grade can be elevated approximately 12" above the existing elevation. This project is being proposed in concert with another project, the raising of the easterly portion of 34th Street as part of a joint venture between the County and City. The expectation is that the roadway will be elevated approximately 12" to provide for added evacuation serviceability while not adversely impacting business access. The roadway is also of critical importance as it is listed a an NHS route. The roadway is classified as a Rural Principal Collector Route - CR 623 As of July 10, 2026, the project is in Conceptual status. Anticipated letting Year is 2027. NJDOT - Roosevelt Boulevard (CR 623) *Project information has been obtained through a public state transportation improvement plan (STIP). A STIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the STIP often evolves based on funding availability.
