The City of Conover is seeking proposals from qualified firms or teams for preliminary engineering and design services for additional sidewalk along both sides of Conover Blvd E connecting to City Park, and pedestrian signals at the intersection of 3rd St SE and Conover Blvd E. The project aims to connect the existing walking trail in City Park to the sidewalk in front of Smurfit Westrock along Conover Blvd, and to add sidewalk on the opposite side of Conover Blvd E from 3rd St SE to the intersection of 1st St E and Conover Blvd. Work elements and services include utility relocation and coordination, preparation of right of way plans, preparation of construction contract proposal and estimates, and acquisition of NEPA documentation and compliance. The contract type is lump sum, with a proposed duration of 360 days. Firms must be registered with the Office of the Secretary of State and the North Carolina Board of Examiners for Engineers and Surveyors, or the NC Board for Licensing of Geologists if applicable. If using subsidiaries or subcontractors, proof of their registration is required. Performing engineers must be registered Professional Engineers in North Carolina with good ethical and professional standing. Proof of Professional Liability insurance (minimum $1,000,000, with $3,000,000 general aggregate) and the ability to track project costs are required. The City of Conover must be listed as additional insured. All proposals must comply with relevant North Carolina laws and submission requirements.
