Replacement of approximately 240 feet of damaged steel handrail. The handrail shall conform to City of Asheville Standard Detail 3.35. Replacement shall include the removal of the damaged handrail, repair of concrete that was damaged by the movement of the railing piers, installation and painting of the new handrail. The contractor shall install proper traffic control during the project, including a lane closure due to the work occurring within five feet of a travel lane. All bids must be submitted on the form of Bid Proposal provided. The City of Asheville reserves the right to reject any or all bids and to waive informalities. All bids must be submitted via email no later than the bid due date and must include "298-FY26-PW-Bid-TunnelHandRail" in the subject line. Bidders are invited to show proof of MWBE status and are encouraged to become certified with the City of Asheville as an MWBE vendor. Bidders must provide a drug-free workplace and include the cost of required insurance, bonds, and applicable taxes in their proposals. The City will not enter into contracts with bidders delinquent in the payment of ad valorem taxes owed to the City of Asheville. The award will be made to the lowest responsible, responsive bidder as determined by the City, and the project is subject to the Asheville Business Inclusion Policy. The handrail installation price shall include all work and materials to remove the existing damaged handrail, install the replacement handrail including painting, connecting to existing, sidewalk replacement, concrete boring for pier installation, and filling of removed or cut piers.
