A brand name or equal requirement will be included for Alerton building automation direct digital control equipment, including global controllers and Programmable Logic Controllers for the Energy Management Control System. This equipment is required because Fairchild Air Force Base uses the Alerton DDC system for centralized, remote management of facility systems such as heating, ventilation, and cooling. All existing facilities are operated through this system and its associated Alerton Compass software, with service contracts already in place for maintaining the equipment. The new facility must connect seamlessly to the current centralized management system without the need for adaptive software or additional equipment, as the use of a different system would result in substantial duplication of cost for training, reprogramming, and installation that would not be recovered through competition. Interested parties that believe they can provide a brand name or equal solution may submit a written capability statement containing sufficient detail for evaluation, and compatible systems must comply with Buy American requirements under Provision 52.225-12 and Clause 52.225-11. The Method of Contractor Selection has not been determined at this Time.
