Renovation of a multi-residential development in Birmingham, Alabama. Completed plans call for the renovation of a multi-residential development.

The Agency is soliciting bids from qualified, licensed, and insured entities to provide certified roofing services. All bids submitted in response must conform to all the requirements and specifications outlined. Instructions to bidders include submitting 1 hard copy and 1 copy on a flash drive to the Agency Administrative Office, with all proposed costs entered where provided for within the sealed hard copy bid documentation. Q/A Cutoff Date: 04/01/2026 4PM The Housing Authority Birmingham District (HABD) has embarked on implementing Roofing replacement for several housing communities within its portfolio. This scope of work encompasses roof replacements at four developments, which include North Birmingham, Kimbrough Homes, Todd Homes, and Marks Village. The Contractor shall furnish all labor, materials, supervision, equipment, permits, insurance, and incidentals necessary to complete full shingle roof replacements at the four (4) housing communities listed below. Work shall comply with all applicable local building codes and manufacturer installation requirements. Locations Include: o North Birmingham Homes o Dr. Morrell Todd Homes o Kimbrough Homes o Marks Village Contractors may submit bids for one location or multiple locations. The owner reserves the right to award contracts for each location independently and separately. Furthermore, the owner reserves the right to award any combination of locations or to decline awarding all locations at its sole discretion. The Contractor is responsible for reviewing all existing site conditions. Submission of a bid shall constitute acknowledgment that the Contractor has examined the properties and is familiar with existing conditions that may affect the pricing and performance of the work. A. Roof Removal Remove and dispose of all existing shingles and underlayment down to the roof deck. Remove ridge caps, pipe boots, and vents as required. Protect adjacent property. B. Roof Deck Inspection & Repair Inspect the deck after the tear-off. Replace damaged decking as necessary. Provide unit price per 4'x8' sheet for deck replacement. The unit price shall be clearly stated within the bidder's response. Replacement decking shall be a minimum 7/16" OSB or 1/2 " CDX plywood (match existing thickness). Fasten per code with ring-shank nails or screws per structural requirements. C. Underlayment & Waterproofing Install synthetic underlayment, ice, and water shield at eaves for a minimum of 24" at valleys, penetrations, and transitions. Install drip edge at eaves and rakes. D. Shingle Installation Install architectural asphalt shingles (IKO, TAMKO Heritage 30-year, or approved equivalent). Color to be selected by Owner. Install per manufacturer specifications. E. Ridge Vent Installation Cut and install a continuous ridge vent system with matching ridge caps. Contractor shall verify attic ventilation meets 1:150 minimum net free ventilation ratio (or 1:300 where a balanced system is provided). Intake ventilation at eaves shall be confirmed prior to ridge vent installation. F. Flashing & Penetrations Remove and replace step flashing at all roof-to-wall intersections. Install kick-out flashing at all eave-towall transitions. Replace damaged counterflashing. Reflash all chimneys and mechanical penetrations. G. Cleanup Daily jobsite cleanup required. Remove debris and magnetically sweep the property. Final detailed cleanup upon completion of each building. Submittals prior to commencement of work, the Contractor shall submit the following for Owner review and approval: 1. Shingle Product Data - Manufacturer specifications, technical data sheets, and installation requirements for proposed shingle product (IKO, TAMKO Heritage 30-year, or approved equivalent). 2. Underlayment Data - Manufacturer product data and specifications for synthetic underlayment and ice & water shield materials. 3. Vent Product Data - Manufacturer specifications for the ridge vent system and any associated ventilation components. 4. Warranty Sample - Sample copy of manufacturer's shingle warranty and contractor's workmanship warranty. 5. Color Sample Board - Physical shingle color samples (minimum 8" x 8" or manufacturer standard size) for Owner selection and approval prior to ordering materials. 6. Project Phasing Plan - Contractor shall provide a detailed phasing plan for all work to be performed. This plan will require approval by the Owner.
