The work involves providing in-building radio frequency (RF) coverage enhancements in certain City of Phoenix buildings to meet public safety communication requirements. This includes conducting coverage testing to determine current RF levels, submitting a treatment plan with detailed design and cost analysis, performing acceptance testing post-implementation, and installing all necessary equipment and systems in full compliance with applicable codes and standards. Project management tasks include coordinating meetings and building access, coordinating test teams, managing equipment leases if needed, developing test plans, acquiring test equipment, optimizing systems, and conducting acceptance testing. Administrative duties include delivering initial test results, detailed designs, procuring equipment, and providing a 12-month warranty on installed systems. Installation and testing must be performed by qualified personnel, and all applicable permits must be obtained prior to work. All design, installation, testing, and maintenance must comply with NFPA 1225 and meet the criteria for coverage performance, testing procedures, and documentation as set forth by the City. Systems must achieve specified audio quality or bit error rate levels with coverage in 95% of each floor, including critical areas. Secure remote monitoring, access control, and a minimum 24-hour battery backup are required. All in-building RF coverage work must comply with Regional Wireless Cooperative policies and technical requirements. Bidders must have been in operation for at least three years, submit all completed forms including a Conflict of Interest and Transparency form, and satisfy all minimum qualification requirements. Offers must be prepared simply and economically, providing adequate and straightforward information, and must be submitted by the deadline. All submitted products or services must meet or exceed the specified minimum requirements. If alternate products are proposed, technical literature or detailed product brochures must be included for evaluation. Prices should be submitted per line item, delivery times specified, and all forms, certifications, and licenses required by law must be provided.
