Bids must include a detailed project plan with phases and key milestones, equipment and material specifications, cost estimates, warranty and maintenance plan options, proposed safety protocols, and a project management approach. Vendors must be licensed, bonded, and insured in Michigan and have at least five years' experience with relevant facility upgrades.
