A. Project Identification The Contract work will include, but not necessarily be limited to, approximately 22,795 SY Bituminous Seal Coat with Fog Seal, and other work described in the contract. 1. This project shall include furnishing all labor, equipment, material, and appurtenances to complete all work in accordance with the Contract Documents. Double yellow dashed painted lines, 4" line width, complete in place (1,860 LF) 8. Double yellow painted lines, 4" line width, complete in place (1,715 LF) 9. Yellow Thermoplastic Gore Marking, 24" line width (172 LF) 10. White Thermoplastic Gore Marking, 24" line width (70 LF) 11. Thermoplastic Arrow (2 EA) C. CONTRACTS 1. Project will be constructed under a general construction contract. Mount Joy Borough will receive bids for the 2026 Roadway Project Contract 2 Bituminous Seal Coat. The work will include, but is not necessarily limited to, approximately 22,795 square yards of Bituminous Seal Coat (Double Application) with Fog Seal. A certified check or bid bond for 10 percent of the total bid amount is required, issued by a surety licensed in Pennsylvania. Only questions submitted online via PennBID will be considered, and questions received after 4:00 PM on Friday, March 27, 2026, will not be acknowledged. The Contract is subject to federal and state regulations, including the Federal Occupational Safety and Health Act of 1970 (OSHA), Pennsylvania Act 229 of 2002, the Pennsylvania One Call Act (Act 287 of 1974, as amended), Pennsylvania Human Relations Act 222 Condition, a noncollusion affidavit, non-discrimination in Employment/Contract Compliance Regulations, and the Public Works Employment Verification Act. Mount Joy Borough Council reserves the right to accept or reject any or all bids.
