Sealed bids are requested for "Runway 1-19, Taxiways, and Ramp Seal Coat and Marking" work at Lake Village Municipal Airport. The project includes, as one of the significant work items, approximately 65,500 square yards of Emulsified Asphalt Seal Coat. Copies of plans and specifications may be examined at the Airport Manager's Office and at the office of Grimes Consulting Engineers. Bidders must submit a proposal guaranty in the form of a bid bond, cashier's check, certified check, or equivalent, equal to 5 percent of the bid amount to assure contract execution and the provision of required performance and payment bonds if awarded the contract. All bidders must make good faith efforts to subcontract 2.63 percent of the contract dollar value to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE) as defined in federal regulations. Information regarding DBE participation, including names, addresses, work description, and dollar value, must be submitted at the time of bidding. Proposals not meeting these requirements or lacking documentation of good faith efforts will be considered nonresponsive. The contract is subject to Executive Order 11246 and the Equal Opportunity Clause. Bids must remain effective for 120 days after opening. The city reserves the right to reject any or all bids and to waive formalities, except for conditions related to Executive Order 11246.
