Site work and paving for a sidewalk / parking lot in Latrobe, Pennsylvania. Completed plans call for paving for a sidewalk / parking lot.
Separate and sealed proposals will be received for the 2026 CDBG Paving Program - Hostetter. Copies of Contract Documents must be obtained for a non-refundable fee. Federal requirements, Davis-Bacon wage rates, and Labor Compliance are mandatory. The project is regulated under Executive Order 11246 (Equal Employment Opportunity), and bidders must comply with applicable contract specifications. Contractors should make efforts to solicit proposals from Minority, Women, and Section 3 Business Enterprises. All bidders must comply with Westmoreland County's Section 3 Plan when relevant. Each proposal must include a certified check or Bidder's Bond for ten percent (10%) of the proposal. The bituminous price index under PennDOT Form 408 applies. Contractors must adhere to Act 127 of 2012 (Public Works Employment Verification Act). No bid proposal may be withdrawn for 60 days after the closing time for receipt of bids. The Township reserves the right to reject any or all bids or waive any informality in received bids. If any person contemplating submitting a Proposal is in doubt as to the true meaning of any part of the Drawings, Specifications or other contract Documents, or if he finds discrepancies in or omissions from the Drawings or Specifications, he may submit a written request to the Engineer for an interpretation or correction thereof.
