The announcement comes as the county undertakes the latest phase of the renovation project that is converting the former West End Plaza into the Rowan Community Center. Several changes have already taken place, with half of the building already open, serving as an event and meeting space and housing multiple county departments. The latest news primes unrenovated space for updates, but it does mean that several stores will have to find somewhere else to go. Rowan County Manager Aaron Church confirmed the change in a Friday phone call. “We are getting ready to start construction,” he said. “This will be the third phase of the community center buildout/remodel project.” The area that is affected is what the county is calling the concourse. Church indicated that the businesses and organizations that are being moved have until Aug. 4 to vacate. That includes The Family Closet 2 Consignment Shop, Friends of Rowan Public Library, Lisa’s Salon, Piedmont Players (Eastern) Costume Company and the Rowan Museum. The Rowan Museum location was where the local nonprofit organization held its Second Saturday Sale. Museum Director Aaron Kepley said, “While we had the store out there, the main purpose of that space was to house our permanent collection.” On Friday, Kepley indicated that the priority remains that collection. “We are hyper focused on making sure that collection is safe,” he said. “We are talking about Native American artifacts and other items from the 1700s … We will think about the store once we secure all of that.” The museum has maintained space at the former West End Plaza for a decade. “We are appreciative of the 10-year lease we have had out there,” Kepley said. “We knew that this was a possibility. It did come as a bit of a surprise, but luckily our community is awesome and is stepping up to help us figure something else out.” Kepley added, “It caused us to scramble at the beginning of the week but by Wednesday we had the bones of a plan. We are taking donations to help us with the move. If anybody would like to contribute they can go to rowanmsuem.org.” Those interested can also call the museum at 704-633-5946. “We are not ready to put the nail in this coffin,” Kepley said. In a Facebook post, the museum announced the date of a liquidation sale on June 13, indicating that the proceeds will go towards moving the collections storage out of the community center. “This also means we cannot accept any more store donations on Fridays,” the post said. A few tenants are being permitted to stay. Those include Project Light, Soldiers Angels Food Pantry, Veterans Honor Guard and the Veterans Social Center. The Rowan County Board of Elections, a county entity, will also remain. Each proposal must be accompanied by a cashier's check issued by or a certified check drawn on a bank of trust company insured by the Federal Deposit Insurance Corporation payable to Rowan County in an amount of five percent (5%) of the gross amount of the proposal or by a bond in the above amount executed in accordance with and conditioned as prescribed by G.S. 143-129, State of North Carolina. The Awarded General Contractor shall furnish a Performance Bond and Payment Bond for one hundred percent (100%) of the Contract Amount. All costs, premiums, and fees associated with obtaining and providing these bonds shall be included in the base bid and in all alternate bids. All bidders are hereby notified that they must be duly qualified under the applicable state laws governing their respective trades and must possess a valid license authorizing them to perform work within the jurisdiction of the project. Rowan County reserves the right to reject all bids, to waive informalities and technicalities, and to cancel the Bid Process at any time. Receipt of a signed proposal shall be considered an offer on the part of the respondent. The terms, conditions, and specifications of this ITB will become part of the contract if the proposal is deemed approved and accepted by the County. In the event of a default on the part of the respondent after acceptance by the County, the County may take such action as it deems appropriate, including legal action for damages or specific performance.
