Site work and new construction of a water / sewer project in Spring Green, Wisconsin. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

The proposed scope of work will include the construction of a new municipal water supply wellhouse to include a masonry building, new well pump and associated mechanical piping, chemical feed equipment, HVAC and plumbing, and electrical and instrumentation equipment. Site work includes general site grading, driveway access construction, water main and sanitary connections, and an outdoor standby power system. SCADA and controls work will integrate the new wellhouse into the Village's existing water SCADA system. Improvements will also include electrical and instrumentation upgrades at the Village's two other well houses, as well as the water tower. All iron and steel products used in the construction must be produced in the United States, including lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts, ensuring all laborers and mechanics are paid not less than the prevailing wage rates and fringe benefits for corresponding classes of laborers and mechanics employed on similar projects in the area. Disadvantaged Business Enterprises (DBE), including minority business enterprises (MBE) and women business enterprises (WBE), are encouraged to apply and be used to the greatest extent feasible. Program policy requires all bidders to show good faith efforts to solicit proposals from DBEs. Contractors with a DBE classification are strongly encouraged to bid as the Prime Contractor on this project provided they are qualified to do the work. Award of the contract will be subject to the Federal government's policy of good faith effort for increased use of DBE businesses. A description of the policy and forms to be used are included in specifications. The Village of Spring Green reserves the right to reject any and all bids and to waive informalities in any bid. Question Deadline 04/10/2026 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Bidders must be pre-qualified with the Village of Spring Green within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0901 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal construction.
