The contractor is responsible for supplying all labor, materials, equipment, miscellaneous items, freight, delivery, and all necessary valid licenses and permits required to complete improvements at the Bighorn National Forest, Shell Falls Wayside, addressing the site's primary power supply. The project includes on-site generated power, wastewater system revisions, and water system reinstallation in accordance with the Statement of Work, drawings, and applicable specifications. Project Location This project is in the Bighorn National Forest approximately 26 miles east of Greybull, and 69 miles west of Sheridan, along U.S. Highway 14 in Bighorn County, Wyoming. The site legal description is the East 1/2 Section 7, T53N, R89W. A. The intent of the contract is to provide for the complete construction of the project as described in the contract. The project requires the contractor to be responsible for supplying all labor, materials, equipment, miscellaneous items, freight, delivery, and all necessary valid licenses and permits required to complete work identified in the construction drawings and project specifications. B. The US Forest Service (USFS) plans to make improvements at the Bighorn National Forest, Shell Falls Wayside addressing the site primary power supply. The original wayside complex (visitors center, restroom, plaza, trails, etc.) was built primarily in 1976, coinciding with a 4.0 mile underground primary power line that provided 7200 volt power to the site. Original utility development upgrades were completed in 1997 and included robust water and wastewater systems. From about 2004 to 2006 additional site work upgrades occurred for the entrance road parking, the facility, and trails. C. Some past power and wastewater system repair/replacement design work was conducted from about 2015 - 2018. These past projects were a response to problems that began to occur with the aging system. Primary problems are reportedly the failure of the wastewater treatment system in 2015 and power outages from breaks in the buried power line in 2018. This project aims to address these past problems and others more permanently, with a focus on on-site generated power, wastewater system revisions and water system reinstallation. D. The power, water and wastewater improvements at the Shell Falls Wayside will be implemented in one Base Bid that is broken into four work schedules: 1. Mobilization 2. Site Water & Wastewater 3. Prefabricated Building 4. Power with PV Solar Panels, Battery Bank & Generator. The main Shell Falls Wayside project components in the Base Bid consist of: mobilization, demolition, 252 SF prefabricated utility building, 1000 gallon buried propane tank, generator, photo voltaic (PV) solar array, battery bank, rehabilitate one (1) septic tank, rehabilitate five (5) wastewater holding tanks, water pump replacement, ultraviolet disinfection replacement, fencing, and revegetation. E. The Shell Falls Wayside Site is in the Bighorn National Forest approximately 26 miles east of Greybull, and 69 miles west of Sheridan, along U.S. Highway 14 in Bighorn County, Wyoming. 1. The primary site work footprint (median between parking and Highway 14) is about 0.2 acres, and the lot size is greater than 640 acres. 2. No address is listed at the site. The zip code area is 82441. 3. The site legal description is the East 1/2 Section 7, T53N, R89W. 4. The acreage is owned by the US Government (USFS). The nearest nonforest service ground is about 1.5 miles to the southwest. F. Historical Features are not applicable (NA) for this project. The site may have features of historic significance, and possible archaeological and/or cultural significance. As necessary a Forest Service provided archaeologist will be available during excavation phases of the project to observe and record any findings. The Forest Service archaeologist will coordinate with the Contracting Officer (CO) and the Contractor may be required to stop work in the event of a historically and/or archaeologically significant finding.
