No definite date for the rebid.** Harkin Store & House Exterior & Interior Rehabilitation - 66250 County Road 21 New Ulm, Minnesota, 56073 Scope of work includes roof replacement, gutter and downspout replacement, removal of out-of-service equipment, selective foundation repairs, exterior paint removal and painting, interior painting, window repair and rehabilitation, porch repairs and rehabilitation, and repairs to exterior hillside stairs. Bidders are expected to review the construction documents and project manual for further details. This rehabilitation project seeks to address damage and deterioration from prolonged water infiltration through improvements to the roofs of both buildings and repairs to other weathered and damaged elements. In addition to the roof replacements, the project will repaint the exterior, replace the gutter system, and repair windows and storm windows on both buildings as well as the front porch foundation on the House. Interior paint and plaster finishes in the House will be replaced as needed. Alternates are to repair the hillside staircase and repair the front porch on the Store. Scope of Work The goal of this project is to improve conditions within the Harkin Store and prevent future water damage. The Site is archaeologically sensitive and ground disturbance must be avoided as much as possible and monitored when avoidance is not possible. The project scope includes, but is not limited to, the following: Replacement of the cedar shingle roofs on the House, Store, and Connector, including weatherproofing and sheathing. Replacement of the existing gutter system. Repair of the foundation under the House front (south) porch. Removal of exterior paint and repainting. Selective replacement of deteriorated wood lap and shingle siding. Repair of existing storm windows and installation of new storm windows where they are missing. Repair of double hung windows. Removal and reinstallation of existing blinds. Installation of new blinds where none exist. Repair and in-kind replacement of elements of House porches. Restoration of interior wall and ceiling plaster finishes in the House. Removal of out-of-service HVAC equipment from the House basement. Repair and in-kind replacement of elements of the Store porch. (Alternate) Repair and in-kind replacement of elements of the hillside stairs. (Alternate) The House roof has failed, resulting in water damage and black mold growth. Mold abatement was contracted separately by MNHS and was completed in June 2025. Work consists of roof replacement, replacement of gutters and downspouts, removal of out-of-service equipment, select foundation repairs, exterior and interior painting, window rehabilitation, porch rehabilitation, rehabilitation of interior finishes, repairs to exterior hillside stairs. Coordinate all Work with the Architect / Engineer and Owner. Provide a detailed schedule for the project prior to beginning work and update weekly. The contractor is responsible for the protection of the historic building and site during the Work. 1A. Sloped roof replacement on Store, Passageway & House: Remove all existing roofing materials indicated on the drawings. Remove all existing wood roof shingles and flashings down to the roof sheathing. Remove deteriorated portions of roof sheathing, repair and patch as required, anticipate 25% existing rotted sheathing. Install new 1 2" thick plywood sheathing over the layer of existing sheathing. Install a layer of new self-adhering ice and water shield over the entire sloped roof surface, install a ventilated cedar roof breather over all sloped roof areas to be covered with cedar shingles. Install a standing seam metal panel roof at the rear roof portion of the house with a slip membrane beneath, as shown on the drawings. Assume 2,750 SF of cedar roof, and 750 SF of standing seam metal roof panels for bidding. 1B. Flat roof replacement: On the flat roof portion of the house, remove all existing roofing materials indicated on the drawings. Remove existing tarp, EPDM roofing membrane, rigid insulation, metal curb and wood blocking down to the roof sheathing. Repair sheathing as required, anticipate 25% existing rotted sheathing. Remove deteriorated portions of roof sheathing, repair and patch as required, install new treated wood blocking. Install new 1 2" thick plywood sheathing over the existing layer of sheathing. Install rigid insulation tapered to slope 1 4 " per foot minimum. Install a new layer of 90-mil black EPDM roofing membrane and a new metal curb. Assume 350 SF for bidding. 2. Remove & replace existing gutter system. Remove existing gutter system. Attach new 6" half round galvalume gutters, 4" round corrugated galvalume downspouts, galvalume elbows and extensions to divert water away from the building as indicated on the drawings. Fasten gutters to roof underlayment with structural gutter straps as specified. 3. Repair stone foundation at House porch. Repair the cracked stone and deteriorated mortar on the front (south) porch of the house as indicated on the drawings with a soft, type 'O' mortar. 4. Remove existing exterior paint on Store, Passageway & House. Remove existing paint on the Store, Passageway & House, to include the dormers, fascia, bargeboard, soffits, exterior doors and exterior screen door. Remove paint to the next sound layer using the gentlest means possible. The exterior paint has tested positive for lead. 5. Remove all deteriorated & rotted siding, replace in-kind. Remove and replace existing exterior light fixtures and equipment boxes for painting. 6. Re-paint all exterior siding, trim & exterior doors on the House and Store. Remove and replace existing exterior light fixtures and equipment boxes for painting. Repaint as specified. Estimate approximately 4,250 SF of exterior painting. Repaint front porch at house and rear porch addition at house. 7. Build new storm windows to match existing, paint. The existing storm windows are not historic. Remove the deteriorated storm windows as indicated on the drawings and replace in kind. Paint as specified. 8. Repair existing storm windows, paint. The existing storm windows are not historic. Remove, inventory and repair the damaged storm windows as indicated on the drawings. Replace deteriorated window glazing putty. Remove existing paint to the next sound layer and repaint storm windows as specified at the interior and exterior. 9. Reglaze broken glass windows. Some windows have broken glazing. As part of window rehabilitation, remove the broken window glazing and replace in-kind with clear glazing. 10. Repair historic wood windows, paint. Repair components of historic double hung sashes, patch with Dutchman style repairs, in kind, with wood. Rebuild individual wood components if too deteriorated. Salvage existing hardware for reuse. 11. Repaint wood windows. Remove existing paint to the next sound layer and repaint storm windows, window sashes, frames and trims. Leave the interior of the stained windows at the main level as-is. Window work requires the temporary removal of sashes and storms. Temporary, insulated plywood protective covers will be installed to ensure adequate security and a steady interior climate during construction, Windows must be restored to a weather-tight condition. Rebuild any deteriorated portions of windows in-kind. 12. Remove & reinstall existing vinyl blinds. Remove, inventory and reinstall existing vinyl blinds. Replace any damaged vinyl blinds in kind with basic vinyl blinds. Reinstall into existing millwork holes whenever possible, using the minimum number of screws required. 13. Install new vinyl blinds. At the windows where there are no existing vinyl blinds, install new vinyl blinds into existing interior window casing using the minimum number of screws necessary. 14. Restore front porch & rear porch at house. Restore the wood front porch to its late 1890s appearance as indicated on the drawings. Build new railings and balusters to match the historic railings and balusters on all sides of the porch. Salvage any intact balusters for reuse if feasible, or store them onsite if not in a suitable condition for reuse. Salvaged portions of the original historic railing and balusters are stored inside of the House and should be used to make replicas if they are too deteriorated for reuse. Salvage porch railings and balusters for patching and dutchman repairs and reinstall if feasible. Replace any rotting and deteriorated railings in-kind, replace wood decking in-kind. Restore the porch lattice. Build new stairs and paint. Clean, prep and paint upper porch entablature trim and spandrels. Clean, repair, prep and paint porch ceiling. Restore the rear house porch to its existing appearance as indicated on the drawings. Remove rotted siding and portions of the walls that enclose the rear house porch, replace rotted wood deck boards and deck framing in-kind. Remove existing rotting wood post and beams in-kind with new wood post and beams. Field verify these dimensions and replace in-kind. Build new porch enclosure with siding to match existing. Build new screens & frames. Paint as specified. 15. Repair interior plaster finishes at interior walls & ceilings. Stabilize, clean & repair interior finishes damaged by water infiltration and mold abatement with in-kind replacement of finishes removed during abatement. Replace approximately 1,500 square feet of second floor plaster and lathe walls and ceilings in kind. Seal all plaster wall and ceiling surfaces with an encapsulating primer prior to re-painting. Carefully examine behind the wood base trim and millwork for any potential mold contamination at the second level and the main level kitchen. In the main level kitchen, remove the water damaged drop ceiling in its entirety and leave the floor structure above exposed to dry out. Repair and replace if necessary, any water-damaged and rotted floor joists found after removing the ceiling. Clean plaster walls in main level kitchen. Inspect behind baseboard, door casing and window trim for any intrusion of black mold that may be behind the millwork.
