A&E Design services are sought to repair the embankment and realign the Abbey Creek culvert at Kaiser Rd in NW Multnomah County. Question Submission Close Date 4/1/2026 4:00 PM PDT All questions must be submitted in Writing via the Q&A Board of Multco Marketplace. This project proposes to repair the embankment and realign Abbey Creek at the existing culvert at NW Kaiser Road (County Road No. 107) over Abbey Creek in west Multnomah County to protect the roadway and resist future flood events. Currently, Abbey Creek must make two 90-degree bends before entering the 8-foot- wide, 8-foot-tall, and 38-foot-long concrete box culvert with a concrete headwall. The orientation of the creek parallel to the road upstream of the culvert has led to significant erosion at the left bank of the creek and is threatening the integrity of the road prism. During the 2024 Winter Storm event, Abbey Creek at NW Kaiser Road flooded. The culvert containing Abbey Creek partially failed and the creek eroded the embankment. The road has since been temporarily repaired by adding riprap to the base of the embankment. Wallis Engineering, and subconsultant Wolf Water Resources, completed 30% design plans and cost estimate. This project is to complete DAP to PS&E.
