14-3 is a two-story elderly housing development constructed in 1980, consisting of two buildings with a total of 45 one-bedroom apartments located at 2 Harris Street. The project involves a comprehensive electrification upgrade, including: the replacement of the existing Federal Pacific electrical panels with new code -compliant panels, removal of all existing gas unit heaters and associated gas service, and installation of new PTAC heat pump units to serve each apartment. The scope also includes replacing the existing kitchen stove receptacle and converting the stove connection from a 3 -wire to a 4-wire cord and plug to meet current electrical standards. Contractor Qualification DCAMM Certificate Required for DCAMM contracts over $150,000, Highway Division contracts over $50,000. All bidding Requests for Information (RFIs) shall be submitted online by 04/06/2026 at 1:00PM EDT for filed sub-bids and by 04/13/2026 at 2:00PM EDT for general bids.
