The Washington State Department of Transportation is seeking quotes for Hot Mix Asphalt (HMA) products, specifically Class 3/8 inch and 1/2 inch asphalt with no recycled pavement material added. The asphalt plant must be located within 50 miles of the specified location at the WSDOT SCR Area 4 Clarkston Maintenance Facility, 1501 Bridge Street, Clarkston, WA 99403. WSDOT will pick up the product at the plant location. The estimated amount is 100 tons, though actual quantity may vary. The contract value is estimated to be $150,000 or less, and the intent is to award the contract to the lowest responsive and responsible bid from a Washington State small business, diverse, or veteran-owned business, unless none are responsible and responsive. Bidders must submit the following: a signed Bidder Certification & Contract Signature Page, a completed Price Sheet Appendix, a completed Technical Specifications Appendix, and a copy of the Contractors Certification Executive Order 18-03 – Workers’ Rights Appendix. All required documents must be submitted in the prescribed format. Any bid received without a required submittal may be rejected as non-responsive. Each page of submittals and supplemental materials should be marked with the bidder's company name or other identifiable mark.
