Answers to the questions will be posted in online Direct by 4:00:00 pm CT on April 16, 2026. Notice is hereby given that the City of Oklahoma City ("Awarding Public Agency") has a public improvement project that may require Construction Management At-Risk ("CMAR") services pursuant to 61 O.S. 217(D) and the Oklahoma Competitive Bidding Act 61 O.S. 101 et seq This 73,500 Square Foot Facility is located at the OKC Fairgrounds at 301 Gordon Cooper Blvd, Oklahoma City, OK 73107. This project is located where the former Jim Norick Arena stood, and will connect the existing Super Barn and the new OG&E Coliseum. The Initial project is currently under construction and will create the core, shell and infrastructure for the project. This project will consist of Construction Manager at Risk to facilitate the completion of the Promenade Building. The selected CMAR will work in conjunction with the existing General Contractor and Subcontractors on site that are building the core, shell and infrastructure, to complete the full project. Extensive coordination will be required amongst the selected CMAR and Subcontractors and the core & shell GC and Subcontractors Scopes of work will consist of Millwork, Fireproofing, Storefronts Windows and Glazing, Overhead Doors, Interior Drywall Partitions, Flooring, Polished Flooring, Painting, Specialties, Window Coverings, Fire Suppression, Plumbing Insulation, Ductwork, HVAC Insulation, HVAC Test and Balance, Cable Tray, Light Fixtures, Security/Access Control, Site Lighting, Tele data Systems, A/V Systems, Fire Alarm, Site Grading, Site Paving, Landscape and Irrigation, and a Pre-Engineered Metal Building lean-to structure that will attach to the main building. Prequalification in the area of Building contractor "A" will be required for completion of this Project. In addition, any work for which a prequalification classification has been established, must be performed by persons or entities prequalified in those classifications The Awarding Public Agency reserves the right to waive formalities, irregularities, and defects in any or all submissions, except as otherwise stated herein or required by law. The Awarding Public Agency reserves the right to reject any or all submissions, to negotiate and execute an agreement or to not negotiate or execute an agreement with any Respondent, and to issue a new or different RFQ and/or to solicit additional, different or other RFQs and/or responses. The Construction Manager will also be required to provide Bid Bonds for any self-performed subcontractor packages (if any), and will be required to provide Performance Bond, Statutory (Payment) Bond, and Maintenance Bond for the Project.
