The project consists of pavement rehabilitation, water main repairs, sanitary sewer repairs, and one-way to two-way conversions. The work is located at 12th Street SE from 3rd Avenue SE to 1st Avenue E, Coe Road NE from 1st Avenue E to 300 feet north of A Avenue NE, and 13th Street SE from 2nd Avenue SE to 1st Avenue E. Bids are to be submitted on a Unit Price basis. The project is governed by the 2025 editions of the Iowa Statewide Urban Design and Specifications (SUDAS) and the City of Cedar Rapids General Supplemental Specifications. Items included in the project are exempt from State of Iowa and Local Option Sales and Use Taxes, with the contractor responsible for obtaining the exemption. Each bidder must submit bid security in the amount of five percent (5%) of the bid, in the form of a cashier's check, certified check, certified share draft, or a bid bond on the provided form. No conditions are permitted in the bid except as provided in the specifications. Contractors and subcontractors must conduct pre-employment drug screening and have a drug and alcohol testing policy in compliance with Iowa Code, submitting an acknowledgment with their bid. Preference is given to products and labor from Iowa as required by law, and resident bidders will be preferred according to the rules of their home state or country. The City of Cedar Rapids reserves the right to reject any or all bids, waive informalities and technicalities, and defer acceptance of any proposal for up to 60 days after the opening of bids. Minority business enterprises are given full opportunity to submit bids and will not face discrimination based on race, color, or national origin.
